Wyoming treats tow/recovery vehicles as contract carriers: $750,000 CSL liability plus $10,000 cargo. Rotation-list carriers face class-tiered on-hook/cargo and garagekeepers of $75,000 to $200,000 — figures that do not apply to non-rotation operators.
Law: 045-3 Wyo. Code R. § 3-3(a) · WYDOT Ch. 1, App. B § 9(c)(ii) · WYDOT Ch. 1, App. B § 9(c)(iii) · 045-3 Wyo. Code R. § 3-3(b), § 3-2(b); App. B § 9(c)(ii) · Ch. 3 § 10(d), § 11; App. B § 9(b)
Weight / class variation: Rotation-list on-hook/cargo and garagekeepers vary by wrecker class: A/R $75,000; B $150,000; C $200,000. General contract-carrier liability does not vary by class.
Tow/recovery vehicles are contract carriers (WYDOT Operating Authority Manual; Ch. 1 § 6(g)). General contract-carrier rule: Form E $750,000 CSL + Form H $10,000 cargo (045-3 Wyo. Code R. § 3-3, amended eff. 6/8/2016; the older WYDOT Chapter 3 PDF still showing $500,000 is a pre-amendment printing). The WHP rotational-list manual (Ch. 1, App. B § 9) additionally requires rotation-list tow carriers to carry vehicle liability $750,000 (all classes), combined on-hook/cargo $75,000 (A/R) / $150,000 (B) / $200,000 (C), and garagekeepers $75,000 (A/R) / $150,000 (B) / $200,000 (C), with an itemized certificate filed with WHP. No on-hook or garagekeepers minimum applies to non-rotation operators. Umbrella policy acceptable if it covers all four categories at ≥ the sum of the category minimums (App. B § 9(d)). Verified 2026-10-14: all fields resolved (figure or confirmed absence); rotation-only figures labeled as such.

Not required doesn’t mean not liable: if you don’t carry workers’ comp — even where it isn’t required for you — an injured worker may be able to sue you in court instead of being limited to comp benefits, because the exclusive-remedy shield generally depends on having coverage.
Minimums are the legal floor, not a recommendation — most operators carry more. Your operation (light-duty, heavy-duty, repo, rotation, motor club) decides which coverages fit. Take the coverage quiz →
Rotation is a local contract, not state law. Rotation agreements commonly require auto liability around $1,000,000 CSL, on-hook/cargo $50,000–$100,000, garagekeepers $50,000–$500,000, and the agency named as additional insured — check your agency’s agreement for its exact terms.
